The article emphasizes the importance of positive obligations within the territorial jurisdiction within the framework of international human rights. Human rights conventions serve as a framework for states to actively protect and promote human rights within their borders. Although challenges remain, international cooperation and accountability mechanisms offer opportunities to strengthen positive commitments and ensure the protection of universal human rights. The right to
life is a fundamental human right recognized as a negative obligation in most conventions. However, there are also positive obligations in other areas, such as education and health, which require states to take active measures to ensure the realization of these rights for all citizens. The right to education and health are protected by various conventions, some of which clearly reflect positive obligations such as creating inclusive systems and ensuring access to basic services. obligations emphasizes the importance of active state action to ensure these rights for all individuals.
