PROBLEMS OF CONSTITUTIONAL AND LEGAL ASSESSMENT OF OBSTACLES ARISING IN THE ORGANIZATION PROCESS OF LOCAL SELF-GOVERNMENT IN THE REPUBLIC OF AZERBAIJAN

The article is dedicated to the assessing the current state of local self-government in the Republic of
Azerbaijan. The comparative-legal analysis of the comments indicated in the Recommendations of the
Congress of Local and Regional Authorities of the Council of Europe and the results of local selfgovernment in Azerbaijan made it possible to justify the classification of obstacles that retard the
development of local self-government in the Republic.
In order to eliminate the internal and external factors that impede the development of local selfgovernment, it is necessary to adopt one of the following two proposals:
1) Making a decision to denounce the Charter of Local Self-Government between the Council of
Europe and the Republic of Azerbaijan;
2) Implementation of local self-government reforms based on the principles of democracy and
decentralization of power in Azerbaijan.
